Ejari and DEWA Registration: A New Owner's Move-In Guide
You've got the keys. Then someone asks, "Have you done your Ejari yet?"
Short answer: if you're living in the home you own, DEWA registration is what you need. Ejari is for rentals. Most owner-occupiers never touch it. Rent the place out, though, and Ejari becomes a must, since your tenant's DEWA account depends on it.
Here's how to get your power and water running, when Ejari applies, and the small slip-ups that can push your move-in back by days.
Ejari vs DEWA: Which Is Which?
DEWA
Ejari
What it is
Dubai's electricity and water provider
The official tenancy register (DLD/RERA)
What you get
A live utility account
A registered rental contract
Do owner-occupiers need it?
Yes
Usually no
For tenants, the Ejari certificate unlocks DEWA. For owners, the title deed does that job.
DEWA Registration for New Owner: What You'll Need
Title deed, or Oqood for a newly handed-over off-plan unit
Emirates ID, or a passport copy if you're not yet resident
Premises number, the 9-digit number on your title deed or Oqood
UAE Pass, which makes everything faster
A payment card
Company-owned property will also need a trade licence and a signatory letter.
The catch: the premises number has to match DEWA's records exactly. A single wrong digit is one of the most common reasons applications bounce. Copy it from the title deed, not from a brochure or a developer email.
How Much Does It Cost?

~AED 4,155
Bigger meters cost more to connect, around AED 300.
The deposit sits with DEWA while the account is in your name. As an owner, you'll usually get it back when you sell and close the account. Fees change now and then, so check DEWA's site before you pay.
DEWA Online Registration in 5 Steps
No customer centre visit needed.
1. Pick your channel. Use the DEWA app, dewa.gov.ae or the DubaiNow app. Sign in with UAE Pass and most of your details fill in automatically.
2. Choose "Move-In." Select owner as your customer type and enter the premises number. DEWA checks it against your DLD ownership record.
3. Upload documents. Title deed (or Oqood) and Emirates ID.
4. Pay. Card payment online. You'll get a contract account number. Save it, because you'll need it for billing and any queries.
5. Wait for activation. Most homes are connected within a day of payment, sometimes within hours. New buildings can take longer if the developer hasn't finished the building-level connection.
Tip: Apply three to five working days before you move. A small buffer is far better than a July evening with no AC.
Buying Resale? Check the Old Bill
DEWA won't connect a new account if the property still owes money. Before transfer day:
Ask the seller for a DEWA clearance certificate or a zero-balance final bill
Make sure they've closed the account, not just paid it
Get your agent or trustee to confirm it's done
Off-Plan Handover: A Few Extra Points
The building comes first. The developer needs a completion certificate and a building-level DEWA connection before any unit can be switched on. If that's late, you wait, however much you've paid.
Snag while it's empty. Use those first days of power to test every socket, the AC, the water heater and the taps.
When comparing projects, ask thebuilding developers in Dubai on your list how they handle handover utilities. The experienced ones line it all up well before keys are handed over.
Cooling and Gas Are Separate
DEWA only covers electricity and water. In many towers, air conditioning comes from a district cooling company such as Empower, Emicool or Tabreed, with its own account and deposit. Gas usually comes from another supplier.
Ask building management who supplies your building, then register with each one at the same time as DEWA.
Ejari Registration in Dubai: When Owners Need It
Living There Yourself?
No Ejari needed. Your title deed is what DEWA, visa services and most authorities ask for.
Renting It Out?
Every residential tenancy must be registered with Ejari. Without it, the contract carries little weight in a dispute.
How it works:
Sign the Unified Tenancy Contract, the standard RERA form
Register it through the Dubai REST app or a DLD-approved trustee centre. Tenants or property managers often do this, but you'll need to give them your title deed and ID
Pay the fee: about AED 178 online, or around AED 220 at a trustee centre
Get the certificate, often the same day online
Ejari links straight to DEWA. Once it's registered, the tenant usually gets an SMS with their new account details and pays their own deposit.
Before your tenant moves in, close your own DEWA account and settle the final bill. Otherwise their account may not activate.
Electricity and water, charged in tiers, so the rate rises as you use more
A fuel surcharge
The Dubai Municipality housing fee, which DEWA collects
Sewerage charges in many areas
Your first summer bill will probably be your biggest, especially in a3 bedroom apartment for sale in Dubai with more rooms to cool. Switch on auto-pay and keep an eye on the usage tracker. A sudden spike often means a leak or a struggling AC unit.

Frequently Asked Questions
Do property owners need Ejari to connect DEWA?
No. Owners living in their own home register DEWA using the title deed. Ejari is only needed when the property is rented to a tenant.
How long does DEWA activation take?
Usually within a day of payment for most homes, sometimes in a few hours. New buildings can take longer if the developer's building connection isn't complete.
Is the DEWA deposit refundable for owners?
Yes. You'll get it back when you close the account, which for owners usually means when you sell the property.
Can I register DEWA before I get my title deed?
For a newly handed-over off-plan unit, you can usually apply with your Oqood registration. For resale, you'll need the transfer completed and the title deed in your name.
Who registers Ejari, the landlord or the tenant?
Either can, and tenants or property managers often handle it. As the landlord, you'll need to provide your title deed and ID either way.
Move In With the Lights On
Once you know the order, DEWA registration is simple: title deed, premises number, online application, payment, activation. Ejari only comes into it if you rent the home out.
The rest depends on the home you pick and how well the developer handles handover. Still looking? Browse every availableflat for sale and talk to the Purvanchal team about handover dates, utility setup and communities that fit how you want to live.
